There is something that in this part of the world won't change at all no matter how much literacy rate.
Scenario ( there shouldn't be this scenario at all) - To construct an extension to an already existing struct
The task involves drawing a plan that will show the extended struct as well as getting it attested by a civil engineer. That went without much of an hustle but later on from the panchayet office we need to get permission for constructing on our land. Pay them fees, then someone from their office will inspect the premises and give approval for construction THATS preposterous..
At the initial stage itself i.e at the time of paying a fee for what I don't know, they demanded that our site has been surveyed recently and has been given new survey no. and we have to go to village office and get the certificate indicating that the previous no. and the current no. are for the same site. Now why that if that where updated in the office concerned(this is the place where networked env works well, besides these premises don't have computer anywhere). Forgot to tell that at the time of remittance of amt the employee at the counter came after 10:45 and the working hours was 10:00.
Now the village office came to haunt us. On sat we gave an application with a form for the needed stuff not to mention that the application was in the native language which I don't understand.
A lady collected the form and said that the village officer has to come to get it done so "come on Monday". Nothing has been expected out of these guys and true to my instinct on Monday the form was there on the village officers desk - unfilled. So it was like from ground zero you have to start again - fortunately the first time I asked an employee rather that saying that's "the concerned person has not come" he filled it himself by taking out a bulky register from the shelf and then it got attested by the village officer and then again it had to be numbered for later reference.
This is ofcourse a summary of something that has happened at the initial stage which infact is not the initial stage of the process that we are involved in.
This is the way it is - now why do we want a goverment like this when they are there to frustate the citizen. Let them publish the information online (RTI) so that I can get it myself and get it attested. Or there should be synchronization among organisation.
